Allegany County

County or city: Allegany County, NY Utility territory: National Grid and NYSEG split residential electric service across the county; gas service is limited, with many parcels off the gas main entirely Verified: May 27, 2026 Source quality: Mixed — utility framing is well-sourced; county-specific residential energy programming is sparse, and household income levels in Allegany County mean the income-qualified state programs carry more weight than the standard rebate menu.

What programs apply here

Allegany County is the most rural county in Western New York by population density, with Wellsville as a regional center and Alfred University and Alfred State College anchoring the small-city housing market in Alfred. Median household income runs lower than the WNY average, which makes the income-qualified state programs (EmPower+, Solar for All) more relevant than they are in higher-income counties. The utility layer is split between National Grid and NYSEG; account type varies by address. Gas service via pipeline is limited; many parcels run on propane, fuel oil, or wood, with no relevant gas-utility rebate program at all. From a Wellsville, Alfred, Belmont, Cuba, or Andover address you can apply for:

  • NY-Sun: the state's upfront solar incentive. Allegany County is in the upstate block.
  • NY-Sun Community Solar: subscriptions for renters or roofs that do not support a system. Bill credits appear on whichever utility serves the address.
  • NY State Solar Tax Credit: 25% state income tax credit on solar system cost.
  • NY State Geothermal Credit: 25% state income tax credit on ground-source heat pump installs. Allegany County's large rural lots often support a horizontal loop field.
  • NYS Clean Heat: heat pump rebates delivered through your utility — National Grid or NYSEG.
  • Comfort Home: flat per-measure insulation and air sealing incentives. Particularly relevant on the older rural housing stock common in the county.
  • EmPower+: the income-qualified weatherization and electrification program. For many Allegany County households, this is the most important program on the page — it covers a much wider scope than the standard contractor-direct rebates. EmPower+ is also the primary delivery channel for federal HEAR rebates in New York.
  • Solar for All: monthly bill credit for income-eligible utility customers on a participating community solar subscription.
  • National Grid Rebates: the upstate electric rebate menu for National Grid–served addresses.
  • NYSEG Rebates: rebate menu for NYSEG-served addresses.

For homes on propane or fuel oil, there is no equivalent rebate from the fuel supplier; the relevant path off those fuels is whole-home electrification via Clean Heat plus envelope work via Comfort Home (or EmPower+ for income-eligible households).

What stacks at this address

  • EmPower+ as the primary path for income-eligible homes. EmPower+ funds a much larger scope than Comfort Home alone and is integrated with HEAR. For households at or below 80% of state median income, this is the first program to investigate, not a fallback.
  • Clean Heat highest tier + Comfort Home (off-gas homes). Many Allegany County homes run on propane or fuel oil. Whole-home electrification triggers the Clean Heat fossil-fuel-removal tier, which is the largest the program pays. Stacking Comfort Home envelope work first reduces required heat pump capacity.
  • NY-Sun + NY State Solar Tax Credit. Standard upstate stack. The tax credit is computed on net cost after the NY-Sun rebate.
  • Geothermal Clean Heat + state geothermal credit. Ground-source installs qualify for both; air-source installs do not qualify for the geothermal credit.
  • Solar for All for income-eligible community solar subscribers. For households that cannot host a rooftop system but qualify by income, Solar for All adds a monthly bill credit on top of the standard community solar subscription credit.

County or city programs unique to here

Allegany County does not run a county-administered cash rebate program for residential energy upgrades. The local-layer resources are modest:

  • Cornell Cooperative Extension of Allegany County. Runs agricultural and residential energy outreach, including weatherization and contractor referrals. The relevant first contact for most rural property questions.
  • ACCORD Corporation. A community action agency serving Allegany and Cattaraugus counties. ACCORD is a likely subgrantee for EmPower+ intake and HEAP (Home Energy Assistance Program) delivery in the region. Income-eligible households should start here.
  • Alfred University and Alfred State College. Both institutions run sustainability initiatives that occasionally touch community energy work; useful as referral resources for residents in Alfred and surrounding villages.

Who to call locally

  • ACCORD Corporation: (585) 268-7605. The community action agency handling income-qualified energy intake for much of the Allegany–Cattaraugus area.
  • Cornell Cooperative Extension of Allegany County: (585) 268-7644. Useful for rural property and farm energy questions.
  • Allegany County Office of Development: (585) 268-7472. County-level economic development and program coordination.
  • National Grid residential customer service: the Clean Heat rebate finder returns address-specific heat pump amounts for National Grid addresses.
  • NYSEG residential customer service: the same Clean Heat finder returns address-specific amounts for NYSEG addresses. Other rebate tracks run through NYSEG directly.

Climate Smart Communities status

Allegany County is not currently listed as a certified Climate Smart Community at the county level. Individual municipalities may participate as registered participants; status is municipality-specific. Verify your specific town's current status with the NYS DEC Climate Smart Communities list before citing it in dated material.

Important local dates

  • HEAP (Home Energy Assistance Program) opens each fall and runs through spring; income-eligible Allegany County households should be aware of HEAP cycles even if their primary upgrade path is EmPower+, since the two programs interact.
  • National Grid and NYSEG Clean Heat amounts are reset on each utility's energy efficiency program cycle filed with the New York Public Service Commission.
  • Comfort Home and EmPower+ per-measure amounts are adjusted on NYSERDA's program cycle; no fixed end date for Allegany County participation as of May 27, 2026.
