Rockland sits in the densest non-NYC county in the state, and a Rockland address is the cleanest example of an O&R-served household in the Hudson Valley. The utility is named after the county for a reason. Programs available at a Rockland address:

What stacks at this address
Rockland is rare in New York: most homes have both electric and gas service from the same utility. That changes which combinations are realistic.
- Whole-house electrification through O&R alone. When a heat pump retrofit also removes a gas appliance, the Clean Heat rebate covers the heat pump and the homeowner can layer in O&R's Smart Savers Battery enrollment if a battery is part of the plan. The two payments come from the same utility but through separate program lines.
- Electric Advantage for targeted gas mains. O&R is steadily replacing aging gas mains in parts of Rockland. Customers on a targeted main receive a direct invitation. Electric Advantage covers an all-electric retrofit at minimal or no out-of-pocket cost, including induction cooktops, heat pump water heaters, and panel upgrades. If your house is on a known replacement segment, ask before paying for a retrofit out of pocket.
- Comfort Home + NY-Sun + state solar credit. Tighten the envelope through Comfort Home, install solar through NY-Sun, then claim the 25% state solar credit on the post-rebate cost. Sequencing envelope work first reduces the system size you need.
- Geothermal stack. A ground-source heat pump retrofit pulls the O&R rebate through Clean Heat and stacks with the NY State Geothermal Credit. Air-source systems do not qualify for the geothermal credit.
- EmPower+ for income-qualified Rockland households. EmPower+ runs through NYSERDA, not O&R, and covers envelope and electrification work at no cost for qualified households. Electric Advantage and EmPower+ are different programs with different administrators. A household can qualify for both.

Rockland County does not administer a cash rebate program for residential energy upgrades. The county-level layer is informational and coordinating:
- Rockland County Office of Sustainability. Houses the county's climate action work, Climate Smart Communities support for towns, and resident-facing education. It is a referral office, not a rebate office.
- Town-level Climate Smart task forces. Clarkstown, Orangetown, Ramapo, Stony Point, and Haverstraw all have active Climate Smart Communities programs at the municipal level. The town-level layer is where most local educational events, EV-charging pilots, and bulk solar campaigns originate.
- Sustainable Rockland. A volunteer-run civic group running educational forums on home electrification, solar, and weatherization. Useful as a starting point for residents new to the program landscape.

- O&R rebate budgets follow annual rate-case cycles. Mid-year program-budget exhaustion has happened in past Clean Heat blocks. Earlier in the calendar year tends to be safer.
